A Community Managed by the Homeowners
The Rolling Brook development was originally planned to include approximately 500 townhouses located between Rolling Brook Drive and Davis Ford Road (now Old Bridge Road). Three builders began construction in the early 1970s on Sections One and Two of the six planned sections. By 1981, due to a depressed real estate market, all of the builders abandoned the project.
In 1987, Winchester Homes purchased the remaining four parcels and began construction on River View at Rolling Brook, starting with Section Three (Inglebrook Drive and Heatherbrook Court.) Over the next several years, they completed the remaining three parcels, as well as the swimming pool and tennis courts, with the final home sold in 1992.

The River View at Rolling Brook Homeowners Association was formed in mid-1988. Although Winchester Homes had a controlling number of votes for the next few years, due to their ownership of the remaining planned homes, they were extremely supportive of the HOA and generally allowed the homeowner members of the Board of Directors to determine budgets, set fees, and generally manage the community’s common assets. In 1990, homeowners officially took control of the Association.
